The firm merges multiple disciplines into one, which is extremely useful in the management of specialized projects. hi project consultants, previously known as HRM Consultants PSC and Ingrid Velazquez Design, focuses on the management of diverse projects, from financial to construction projects.

The Project Management division - is focused on Project Management of Construction project, Inspections, Procurement / RFP development, Bid development, Project Management process, Interior Space Design and Permits.

The Economic and Financial division - is focused on developing Economic Studies, Business advisory, Benefit Cost Analysis, Feasibility Studies, Market Studies among other technical studies.

The Federal Funds division - is focused on developing all needed work to develop and complete federal fund applications, and once the fund is received we manage the grant and all the required tasks such as Cash Management (RFR), Oversight, Reporting, Project Management of the work (RFP, Bid process, assessment), and Closeout of the fund.
All divisions intertwine to work with multiple tasks required in the management and execution of projects.

Our Team
Hector Rivera, MBA, PMP, ChE
Founder - Economic & Financial Services/Products lead
With over 20 years of financial expertise and business advisory, Hector is HI's lead in financial and economic advisory/services/products that the Company generates including federal funds assessments, federal project management, grant management, economic and feasibility studies.
His experience is composed of 13 years in business advisory, economics and federal funds in Puerto Rico and other 7 years in the financial sector in New York City. While in New York City he worked for “Fortune 100” companies that included: The Guardian Life Insurance Company, Citigroup, and M&T Bank. In Puerto Rico he performed consulting work for the public and private sector and has authored/co-authored over 200 technical studies made for the government and top private companies in Puerto Rico. Studies included Business plans, Feasibility studies, Market studies, Economic Impacts, Benefit/Cost (B/C) Analysis, Profitability Studies and Financial Expert Witness reports. He has worked for top local consulting firms in Puerto Rico including: Vision to Action (V2A), Ponterra Business Advisors and Estudios Tecnicos, Inc. (ETI). His latest positions were leadership roles with the government of Puerto Rico where he held the position of Reporting, Data Management and Technology Director for the Central Recovery and Reconstruction Office of Puerto Rico (COR3) and Fiscal Plan Lean and Economist for the Financial Oversight and Management Board for Puerto Rico (FOMB). As director in COR3 he became an expert in FEMA Recovery funds (PA, IA, PPDR, HMGP) as well as CDBG-DR funds (grant management, documentation, application, regulations and reporting). As Fiscal Plan lead and Economist in FOMB he managed the P.R. Commonwealth's Fiscal Plan model and document, assumptions and forecast.

His education consists of a double mayor in Finance (B.S.c) and Economics (B.A.) from Florida State University, Professional MBA courses from Pace University in New York City, MBA degree from Universidad Rey Juan Carlos in Madrid, Spain, and appraisal courses from the University of Puerto Rico. Licenses include: Certified SAFe 4 Agilist (Scaled Agile Framework), Project Management Professional (PMP) certified from PMI, Google’s Data Analytics Certificate, and a Chartered Economist (ChE) from GAFM.
Ingrid Velazquez, MPM, DI, PMP
Founder - Project Management & Interior Design Lead
Ingrid Velázquez is a successful interior designer and project manager with more than 20 years of experience in Puerto Rico's construction industry. Ms. Velázquez is the lead Designer, Construction Project Manager, Grant Manager, and Federal Fund project Manager for HI project consultants.
Her experience is extensive as she has worked and collaborated on more than 80 design and construction projects from private offices, shops, restaurants, residences and institutions. Also, from 2018 to 2024 she has worked as the grant and project manager for the rehabilitation of existing centers and development of three new Head Start centers for the municipality of Guaynabo. These developments are under federal recovery funds which she helped apply for and complete requirements for fund disbursements. Her experience and specialty is grant project management including the design and construction of interiors, management, inspection, completions and planning. Some of the projects where she has collaborated and managed are: the Wildlife Museum, the Offices of World Boxing Organization (WBO), Office Design of STK P.R. and Caribbean, Altamar Restaurant in Condado, Medical Office of Dr. Santiago Ulloa, among many other offices, commercial spaces and residences.

Her education consists of a Bachelor's Degree in Construction Management from the Polytechnic University of Puerto Rico, a Degree in Interior Design from the San Juan School of Interior Design, a Master's degree (MPM) in Project Management from the University of Rey Juan Carlos in Madrid, Project Management Certified from PMI (PMP) and an Interior Decorators state license of P.R. (CODDI) Lic. 1686. She served as the past president of CODDI P.R for the years 2017-2019 and as part of her career her designs have been presented among many interior design expos and exhibitions. In addition, Ms. Velázquez has published many articles on interior design on newspapers and magazines such as El Nuevo Día, El Vocero, Modo de Vida, Ambiente & Color and In Puerto Rico Magazine. Currently she is the president of the Interior Decorator's state license examining board for the government of Puerto Rico.
Rosario Lecároz, PhD, DI
Interior Designer, Green Specialist, EHP and Federal Funds SME
Rosario is a well rounded professional and interior designer with over 35 years of experience. She has ample experience in interior design, green design, historic building preservation, federal funds regulations among other specialized experience. She was Dean of the Interior design department at the University of Puerto Rico and also worked as an Interior design professor in the University for over 20 years. At the same time she performed many design projects under her own Interior design and landscaping company. Her specialty is in exterior and landscape design, as well as historic preservation and traditional residential commercial and industrial design. She has been featured in many newspapers and magazines as well as written many papers and articles in regards interior design, environmental designs, historic preservations, landscaping and green designs. Most recently she was working with FEMA for over two years as their Historic Preservation (EHP) specialist for Puerto Rico's hurricane Maria Recovery Funds estimates and disbursements. She conducted briefings and presentations for different audiences to create and maintained healthy communities, socially and environmentally.

Her education is composed of a BS and an MS from University of Wisconsin in Interior Environments and Landscape Architecture, PhD in Historical Preservation from Albizu University, CODDI license#1215, ASID member#373703, and many FEMA certifications and continuing education. Rosario is Hi's Subject Expert Matter and participates in selected Project Management projects as well as advices on federal fund issues and applications.
Miguel A. Velázquez, PE
Construction SME, Civil Engineering
Miguel is a licensed civil engineer Lic.4732 graduated from UPR Mayaguez Campus. He has over 50 years of experience working in all aspects of the construction industry in Puerto Rico and in the Dominican Republic. He has worked in over 100 construction projects, for the most prestigious companies and projects on the island, and later in his own construction company. Mr. Velázquez’s ample experience on the trade enables him to deal with any kind of construction project. His expertise is in civil engineering, estimating, planning and design schematics. He is an SME in hi Project Consultants.
Enrique Santiago, PE
Permits & Engineering Specialist
Enrique is a licensed Electro-Mechanical Engineer and a recognized permits specialist with ample experience in the permits process and governmental procedures in Puerto Rico. He is the company's main consultant for permits and some engineering projects.
Melvin H. Pagán, MA
Federal Funds, Fiscal, and Head Start Specialist
With over 28 years of experience in Federal Funds, Fiscal, and the Head Start Program, Melvin is our fiscal expert for Disaster Recovery projects. He has served as an Auxiliary Director and Consultant of Federal Funds for several Municipalities. Currently, he serves as the company's main consultant for Fiscal tasks in Project Management projects using federal funds. His education consists of a Bachelor’s in Management and a Master’s in Administration.
Steve Cotto
Administration & Drafting Specialist
Steve is hi's main drafter with expertise in AutoCAD, SketchUp and Revit. In addition to drafting for the firm, he works as an inspector in special construction projects. He is an OSHA inspector (licensed) and has knowledge of Head Start federal fund PM work and requirements. His education consists of a Bachelor's degree in Sustainable Interior Design from the University of Puerto Rico.
